Article 9: Parking and Traffic Regulations

1. Vehicle Registration. All faculty, staff and students are required to register motor vehicles annually with the Parking Office on the North Campus. All faculty, staff and students shall be bound by the posted and published traffic regulations. In accordance with education law, "any veteran attending the state university as a student shall be exempt from any fees for parking or registering a motor vehicle."

2. A copy of the complete State University of New York at Buffalo Traffic and Parking Regulations may be obtained from Parking and Transportation Services, 102 Spaulding Quad., North Campus, or Harriman Hall, South Campus.

3. Permits. All faculty, staff and students will be issued a Vehicle Registration Permit upon the completion of vehicle registration and the payment of the required fee(s). The Vehicle Registration Permit must be affixed from the rearview mirror. It will be the responsibility of the motorist to keep the permit visible. Other permits are to be affixed or displayed in accordance with the printed instructions issued with the permit.

4. Handicapped Parking Permits (permanent). The University recognizes only state or municipality issued handicapped parking permits as valid for use in designated handicapped parking areas on campus. Students with permanent handicapping conditions should secure municipal permits from their home area Police Department or from the New York State Department of Motor Vehicles.

5. Handicapped Parking Permits (Temporary). Students who need special parking consideration due to a temporary handicapping condition must apply for special permission from the Office of Disability Living/Learning Services, 25 Capen Hall, North Campus. A medical certification of disability must accompany the application.

6. Parking Policy. Automobile parking on the campus is considered to be a privilege granted by the University. The Administration is aware that there may be a shortage of convenient parking spaces during peak periods and is attempting to keep up with the heavy demands of the student and faculty population as efficiently as finances and land permit. In order to make parking as equitable as possible, an effort is made to keep parking regulations reasonable and strictly enforced. Each student is expected to work out a schedule of arrival at the campus which will allow him or her time to find a legal parking place. Ignorance of the regulations is not considered an excuse for a violation.

7. Parking is prohibited at all times on the roadways (except as posted), sidewalks, lawns, grounds, lanes, and throughways of parking areas. The University may have illegally parked vehicles towed away at the owners expense. All unpaid parking tickets, towing charges, and storage costs will be the responsibility of the owner and must be paid before the vehicle is released.

8. Parking Fines and Penalties. A university parking summons is issued for any non-moving violation that occurs on the campuses of the State University of New York at Buffalo. Payment of the fine associated with such violation is returnable to the Office of Student Accounts or the Parking and Transportation Office within the time period specified on the summons.

A plea against a university parking summons must be returned in the manner described on the summons in order to request a hearing before a hearing officer. An appeal of the hearing officer's decision is made to a three member review panel.

9. Liability. The University accepts no liability for loss or damage to a motor vehicle or its contents. This includes any damage caused by moving or towing.
